GSP 14-18 Mails Processing

Description
The Union has received a presentation from the Company in respect of a number of matters associated with Mails Processing, the main points of which are as follows:
Staffing Review – LIT 10
• A review of staffing against an overall 8% mail volume decline within the four Mail Centres, along with the necessity to ensure the appropriate staffing for increased Parcel& Packet volume has been conducted. The company envisage a saving of 34 FTEs will result from this review, together with some efficiency measures that have been identified.
• Volume Decline-FTE Reductions
AMC– 1 PAM and 1 PS
CMC – 1 PAM and 1 PS
PMC – 3 PAMs and 1 PS
DMC – 1 PAM and 10 PS
Additional Project FTE Reductions:
o AMC – 2 PS
o CMC – 2 PS
o PMC – 2 PS
o DMC – 1 PAM and 8 PS
Parcel Growth
The presentation outlined that parcel product volume is up 30% year-on-year, with a growth in all customer streams. The tight operational windows with highly labour-intensive operations, requires extra resources in the Dublin Parcel Hub to process the growing volumes. The Company intends utilising surplus resources from letters areas to perform this work.
Amazon Growth
There was significant growth year-on-year of Amazon mailing, most particularly at the 1am acceptance deadline. The recently launched Amazon Prime, is expected to generate an extra 25% volume in the coming months.
Asian Mail Processing
All Asian mail is now processed within a week of arrival. Express & Registered mail is prioritised and is processed daily in the DMC. Registered mail is also processed in AMC with DPH/DMC supplementing. Packets are processed at the configurated Airport Unit and assisted by C&D offices when peaks in arrivals occur.
PMC
The Company is reviewing the operational requirements for Smyth’s Toys mailing together with the overall parcels operation. Recommendations contained in the Industrial Engineers report, as requested by the Monitoring Group are under discussion at headquarters level. These discussions are independent of LIT 10 proposals..
The Union is supportive of the overall approach by the company and has agreed local discussions in LIT 10 should commence with a targeted implementation of agreed changes by the end of September 2018.
