GSP 21-21 Voluntary Transfer Policy Mail and Parcels

Description
Following the Labour Court Recommendation LCR21206, issued in April 2016 the Monitoring Group issued a Determination governing how appointments should be dealt with. This Determination provided for the appointment of staff once they completed two years continuous service subject to certain criteria.
It also addressed the requirement to review and revise the terms of the Transfer Scheme to reflect changes required to ensure it is fit for purpose in a modern employment environment within a period of six months. This issue proved to be more problematic than envisaged particularly due to changes in personnel on the Management Side. Following discussions, the Union has secured an agreement on a voluntary transfer policy. This includes a provision that members on fixed term or specific purpose contracts can access the transfer list once they have completed six months’ probation. This policy will also address how vacancies should be filled by either utilisation of the transfer list or the appointment of a temporary member of staff.

The main points of the new policy are:
- Any employee, who is working in either a permanent or temporary capacity, can apply for a voluntary transfer provided they are not in a probation / trial period upon assignment /promotion.
- Voluntary transfers are available for all operational grades up to and including the grade of Working Leader.
- Applications for inclusion on the transfer list will be made to the appropriate Regional HR Manager.
- Any employee who is refused a transfer may appeal the decision not to grant a transfer in accordance with agreed grievance procedures.
- Temporary transfers may be offered in certain circumstances.
- The number of offices to which an employee can apply to transfer is limited to five.
- Employees do not retain their seniority when availing of a voluntary transfer. They come in at the bottom of the list and their seniority within the office is determined by the date of transfer.
- When determining whether a vacancy is filled by utilisation of the transfer list or the appointment of a temporary member of staff, consideration will be given to the date of continuous employment of the temporary staff member and the date the employee applied for inclusion on the transfer list.
- Seniority on a transfer list will be determined by the date of application for inclusion on the list.
- The policy will take effect from 15th November 2021.
