I wish to update you regarding a number of issues in Collection & Delivery as identified below, currently the subject of discussion with the Company.

DSU Consolidation – Dublin
The Company has outlined that it is in the process of preparing proposals for discussion with the Union to enable relocation of the mails operations at DSU 4 to Ravensdale Road. The revision plans, expected to be completed in September, will comprise an amalgamation of the work of both DSU 2 & 4. The Company outlined that it expects to implement this relocation in October 2018. However, given the scale of the exercise, the Union expects January 2019 to be a realistic target for implementation. The Company has confirmed it is not intending to relocate DSU 1 to Ravensdale Road, as previously indicated.

Dublin Collections
The Company has advised it is reviewing all Dublin collections, including those currently performed by Owner Drivers. The exercise will be conducted in tandem with the revision outlined above and will be a feature of the proposals in September.

Fleetmatics – Vehicle Tracking
Currently An Post company vehicles have a tracking device which is fitted at the point of entry to the country. This captures and stores information such as the vehicle location, fuel data, travel distance, excessive speeding and out-of-hours activity. While these tracking systems have been in place for some time, there is no agreement with the Union, save for the MDN Network, to utilise the information. The Company is, however, seeking agreement and I can advise that discussions in respect of this have commenced. Branches will be advised in due course on the outcome of the discussions.

Publicity Post
You will be aware from Conference that An Post is intending to revamp its Publicity Post services, primarily to grow market share by providing the services customers are seeking or which are already provided by its delivery competitors. The Union believes it is premature at this stage to conduct a pilot in the absence of certainty regarding an alternative to the defunct C&D Redesign model.

GPS Point-of-Scanning Coordinates
The Union has agreed for the Company to make available point-of-scanning coordinates to two of its customers (Hermes and Arvato) as they requested An Post supply this data. Essentially, every time an item is scanned the geo-coordinates (longitude/latitude) are recorded at the point-of-scanning. The customers’ aim is to use the data to check fraud, post delivery and to assist in validating deliveries in “safe place”. The information cannot be used to locate the driver as the information is not “real-time”.

Post Testing
The Company has confirmed post tests will be facilitated to address New Development and will be conducted within a reasonable timeframe, in accordance with the Post Testing agreement, utilising the standards contained in the C&D Agreement.

Clárs
The Company has confirmed it is putting arrangements in place to provide Clárs for revised duties implemented last January.

Training
The Company has confirmed it will address the ad hoc training plans at DSUs and has directed DSMs in consultation with the local Branch to agree a plan for their office which conforms with the Union/Company agreement.
