GSP 11-25 An Post Superannuation Schemes – Agreed Changes

You will be aware from previous correspondence, the Union has patiently awaited implementation of changes we agreed with An Post to the Superannuation Schemes in January 2023. The two issues, which An Post sought Ministerial approval to implement, more than two years ago, relate to early and Ill health retirement. A briefing note to explain the changes agreed at the time, which require Ministerial approval, is attached.
As a result of an inordinate and unacceptable delay in An Post receiving approval to implement the agreed changes, the CWU made extensive representations to the Ministers for Finance and Communications, and also to An Taoiseach, which frankly, were ignored.
In the absence of any progress, I wrote to advise An Post that the National Executive Council had authorised a ballot for industrial action in the company. At the point of issuing ballot papers to members, the company contacted me to advise approval was imminent. In response, I agreed not to proceed with the ballot on the basis of this assurance.
I am very pleased to report that we have now received written confirmation from the company as outlined in the attached letter. It will be most welcome for the small number of employees forced to retire early on health grounds. These retirees suffer a very significant financial impact, which affects both them and their dependents.
I should acknowledge the company made every effort to secure Ministerial approval. However, it is clear there was no reciprocal response from the Department or general political establishment. Without the strength of determination of the CWU organisation and our pension trustees representatives, this would surely still be the case.
We have achieved very significant improvements in pensionable pay, bringing it to 100% of salary and allowances. We have also ensured those impacted by early retirement have enhanced benefits.
While we have successfully concluded our deliberations with An Post, there remains unfinished business with the Department, which I intend to pursue with Government.
