GSP 10-19 Collection & Delivery

Description

You will be aware from GS Circular 01/19, issued on the 8th February 2019 and the update provided at the CWU seminar in April, the Union and Company have been engaged on a range of issues in the Collection & Delivery area of the business. Discussions have been completed with the assistance of the Labour Court appointed Monitoring Group. They have issued a determination (copy attached) which is binding on both An Post and CWU. Outlined below is a summary status of the various issues.

C&D DSU Redesign Process:
Agreement on a replacement C&D DSU redesign process to be completed by 1st September 2019.

Interim ArrangementsDublin:
It is agreed the current delivery model in urban areas is not fit for purpose and the immediate priority is to ensure the required resources and facilities are in place to cater for the 2019 ‘peak period’  The Company will shortly advance for consideration by the DPDB, proposals for 12 Dublin DSUs, as identified in the attachment. These will provide for the motorisation of a number of cycle posts and base revised delivery routes on a once over the ground basis. Although there will inevitable be efficiencies associated with these changes, it should be understood the focus is not an FTE reduction exercise, nor is there a predetermined outcome. In fact, the Company cannot advance proposals below the agreed established DSU staffing baseline following the Labour Court Recommendation LCR21563 (post the 316 FTE reductions).

Consultation Process:
The Area Manager Mails & Parcels will outline the proposals to the Branch Secretary. The DSM and the Route Optimiser will engage with the Branch representative(s) for two weeks. Disagreed issues will be referred to CSG or Monitoring Group if necessary.

Provinces:
The Company will shortly advance proposals for eight provincial DSUs using the same consultation process as above. A list of the DSUs is outlined in the attachment.

Ravensdale Road:
Discussions on the amalgamation of Dublin 2 and 4 are to be finalised no later than September 2019.

Parcels Delivery Rate:
A rate of 15 items per hour will apply for delivery to individual address points, excluding multiple items for the same address point, i.e. 3 parcels for same address point are counted as 1 and part of the 15 per hour.  This delivery rate will be introduced immediately and apply until a new standard is established by industrial engineering. This exercise should be undertaken and finalised as part of the future redesign process, i.e. by no later than 1st September 2019.

Letters Processing – Saturdays:
The Company will advance proposals to transfer hours currently set aside for letters processing in some DSUs on Saturdays, to parcels work.

Indoor Postal Operative:
In response to the Unions claim for an increase in the Registered Locker Allowance, agreement in principle has been concluded to introduce a new grade of Indoor Postal Operative. The remuneration and the terms and conditions of employment associated with the role, will be finalised with the assistance of the Monitoring Group.

HGV Drivers;
As previously advised a joint working group will address the impact of the company proposals associated with Parcels Automation and MDN/Network. The Union representatives to the group are Anthony McCrave, Duncan Curran, John Peppard, Gary Kenny. Gareth Daly and Michael Gallagher. The Union very much appreciates the large number of nominations from Branches and will convene a meeting of all interested MDN drivers in the coming weeks to discuss all issues impacting on Drivers. In discussions thus far we have agreed in principle to introduce a new grade of HGV Driver, which will attract a basic salary encompassing all aspects of the role. It is likely the terms and conditions attached to this will require assistance from the Monitoring Group.
