GSP 07-20 Home Garaging Review

Description
You will be aware from Labour Court Recommendation LCR:21206 in 2016, Home Garaging was ceased for a large number of employees, as one of the efficiency measures identified in the Court’s recommendation. The Union and Company have agreed to conduct a review, in the context of the following:
- The 2020 Delivery Optimisation Process may see a requirement for a number of Postal Operatives to take their vehicle home
- Further DSU consolidations, especially the introduction of ‘Super’ DSUs may mean Postal Operatives travelling further to work. There may be issues around available garaging space and ultimately we may deliver mail to employees rather than have them come to a ‘Super’ DSU to collect it.
- Electric Fleet – as we move towards an Electric Fleet we need to review how these vehicles will be charged.
- The introduction of Vehicle Tracking means that the Company is now aware of the location of individual vehicles within its fleet at any time
- The cost of providing additional parking at some DSUs
- There is an ongoing issue re Benefit In Kind (BIK) which the Company needs to resolve. It may be possible to do so in the context of new Home Garaging arrangements
Review Guidelines
Where a DSU is being optimised in quarters 1 and 2, the review should take place in conjunction with the optimisation process. Where there is no optimisation planned in a DSU in quarters 1 and 2 in 2020, the parties will meet locally to review existing Home Garaging arrangements in their DSU. This review will examine the following issues:
- Available parking at DSUs
- Costs of alternative parking
- Security/Health & Safety
- Route design
The members of the review group in each DSU are as follows;

- The review group should carry out its review over a period of 4 weeks from the commencement date.
- At the end of 4 weeks the review group will submit a report to the Area Manager/Regional Officer setting out any agreed changes to existing arrangements or detailing where a disagreed position has been reached. The Area Manager/ CWU Regional Officer will formally sign off on agreed changes and identify if it is possible to resolve any disagreed positions. The Area Manager/ CWU Regional Officer will forward their report to the CSG.
- The CSG will review all reports, including disagreed reports, and make a submission to the Monitoring Group on a monthly basis. Where the CSG has been unable to resolve a disagreed item, this should also be referred to the Monitoring Group for investigation and determination.
- The commencement date for local review is Monday 30th March 2020 and the entire exercise should be concluded by Friday 29th May 2020.
The above timelines and approach will be subject to directions and guidelines issued for the COVID 19 pandemic.
