GSP 06-25 NEC Decision – Clerical Branch Restructure

Description
You will be aware from GS circular 04/25, issued on the 6th March 2025, regarding the implementation of the revised Branch structures, as agreed by the National Executive Council.
The agreed changes emerged following a detailed and extensive consultation process, including a survey of our Clerical members, which commenced in February 2022.
Overview
The objective is to consolidate Clerical membership outside Dublin into a newly formed Regional Clerks Branch, similar in structure and function to the Dublin Clerks Branch. This initiative aims to streamline operations, improve representation and ensure a cohesive structure for our Clerical members.
Membership and Structure
The Regional Clerks Branch will comprise of approximately 360 members. It has been agreed that, where practical, the Branch will be organised based on job categories, providing tailored representation and support to members with similar roles and responsibilities. To ensure effective management and representation, the Branch will comprise of twelve (12) committee members which will include the following six Officer roles;
– Chair – Vice Chair
– Branch Secretary – Assistant Branch Secretary
– Treasurer – Assistant Treasurer
The committee members, like the structure of the Dublin Clerks Branch, will be assigned responsibility for specific Clerical job functions. The committee is designed to be adaptable, allowing for expansion if more members express an interest in getting involved. However, starting with twelve members is considered a practical first step, especially as most meetings will be conducted on Teams given the geography involved.
Standing Orders and release arrangements will be finalised by the Clerical Subgroup in advance of implementation, which is targeted for the end of September 2025. Head Office will organise the transfer of members to the new Branch.
Importance of Communications
A key objective in creating the Regional Branch is to help Clerks feel more connected to their
specific issues and to provide them, alongside the Dublin Clerks Branch, with a national platform. Achieving this goal will require an enhanced focus on communication. The new Regional Branch will receive support for outreach efforts, including the ability to send targeted emails or texts to its members. Additionally, it is the intention of the Clerical Subgroup of the NEC to conduct a survey after the Branch has been established to identify the key issues and concerns among Clerical members, ensuring their voices are heard from the outset.
The establishment of a Regional Branch for Clerical grades, alongside the existing Dublin Clerks Branch, will provide a more centralised and effective structure for Clerical views, enhancing the support and representation offered to members. The Regional Officers are discussing these
developments at their meetings with branches around the country on foot of the broader postal branch rationalisation.
