You will be aware GSP Circular 23/21 set out the general national arrangements to apply for Christmas 2021, with the local arrangements to be finalised subject to local discussion and agreement. The Union will conduct a review of the arrangements and how they operated at Mail Centres/Delivery Service Units. Branches are invited to forward their experiences, observations or suggestions for consideration by the Postal Courier Executive.
If you have any observations or recommendations, we would ask you to submit these to Union Headquarters by Wednesday 2nd February 2022.
In the context of our national discussions the company projected a further reduction of letter mail, reduced parcel traffic from 2020 and a later arrival of mail with the busy period confined to three weeks in December. Essentially the PEAK experiences/volumes of previous years were unlikely to materialise.
We are aware Mails & Parcels are conducting a similar review to assist them in formulating proposals as to future arrangements. In preparation for discussions on proposals that may materialise it would be helpful that Branches document their views while the issues are relatively fresh in their minds. In consideration of these perhaps you would also reference the Quality of Service/Circulation of mails pre/post-Christmas and the special antigen postings.
DSM Weekend Attendance Review
The Union is also conducting a review of how the company operated weekend attendance and its impact on our DSM members.
Therefore, Managers’ Branches are requested to submit their views and observations on the December/January weekend attendances, with particular respect to the delivery of antigen test kits. Please include specific instances where DSMs had no alternative but to attend on the weekend because of insufficient resources being available.
The information you forward will be examined by the National Executive DSM Sub-Committee, with any issues taken up directly with the company.
