Description
The Labour Court Recommendation LCR 21563, issued on the 5th September 2017 set out the parameters to apply in respect of the outstanding 3.5% to finalise the CWU claim for a 6% increase in Pay. The first phase payment of 2.5% was secured for members from the 1st May 2016.
For Phase 2, the Court decided that a further 2 % from the 1st July 2017 should apply subject to identified savings being achieved. A further 1.5% from the 1st July 2018, also linked to savings being achieved will apply, which can be brought forward to the 1st April 2018 if the required savings are achieved earlier.
Savings to be achieved
• Collection & Delivery 290 FTEs
• Conversion of 7 Retail Offices
• Cessation of Fonthill Divert
• Mail Centre Closure
• Completion of Clerical Managers Salary Review
Following implementation of the 290 FTE Reductions in Collection & Delivery on the 2nd January 2018, the Union sought payment of the 2% increase with retrospection. It was agreed with the assistance of the Monitoring Group, to defer implementation of the changes until after Christmas and the payment date until 1st August 2017. I am pleased to confirm that the Monitoring Group has confirmed that the savings achieved are sufficient to fund the cost of the 2% pay increase and that An Post should now make payment with effect from the 1st August 2017. A copy of the determination is attached.
An Post has confirmed it will immediately commence the process to pay the increase to all CWU members as soon as possible, on either the 23rd February 2018 or the 2nd March 2018. The retrospection will be paid at a later date and I will advise you separately of the date for payment of this.
Over the next couple of months the Union will focus on completing the discussions on the necessary savings in order to achieve the final phase payment of 1.5% at the earliest possible date i.e. 1st April 2018. As also decided by the Labour Court, in the event that agreed annualised savings are in excess of the CWU contribution, this can be used to address staff aspirations for future pay increases. In this regard the Union will continue its efforts to progress its claim for consolidation of the Change Allowance
