GSP 01-20 C&D DSU Redesign

Description
The C&D redesign model that applied from 2006, ceased in conjunction with implementation of the 316 fast harvesting FTE reductions, in January 2018. Subsequently, in February 2019 the Union and Company agreed the following approach:
- The requirement for a new redesign process
- The urban delivery model for walking/cycle posts was no longer fit for purpose
- To agree interim arrangements to address the growth in parcels/packets and the decline in letter mail to ensure required resources were in place for the 2019 ‘peak period’
It is fair to say the processing and delivery arrangements that applied for 2019 operated very successfully, which included the go live of the Parcels Automation at Dublin Postal Hub.
In September 2019 the Postal Courier Executive agreed a revised DSU Optimisation Implementation Process to apply from 2020. A copy of this agreement is attached which is summarised as follows:
- The key objectives set out in the C&D Agreement are maintained
- A revised and faster (13 weeks) redesign process to reflect total work content
- Utilisation of the most up to date data from the letters and parcels automation, scanning, telematics etc.
- To agree a template for hit rates
- Requirement to update work standards
- Provides for Proof of Concept Offices (2 in each Area)
Since then, the Union has engaged with the Company on a number of other issues we had identified for finalisation, to enable the new implementation design process to commence. Just before the Christmas break the Monitoring Group issued determinations in relation to the new HGV Driver and Indoor Postal Operative grades setting out any unresolved issues are to be concluded by the 17th January 2020. The Company made a presentation on the methodology for Hit Rate calculation which is acceptable to the Union. Work Standards for new areas of work have been developed by industrial engineers and will be reviewed by the CWU C&D Group next week.
An Post has confirmed to the Union it is now ready to commence the revised DSU Optimisation process at the following 10 offices. Dublin 7 & 11, Dundalk, Mullingar, Letterkenny, Tuam, Naas, Kilkenny, Ennis and Tralee. In advance of this, a one-day training/familiarisation workshop for these offices will take place week commencing 15th January 2020 for DSMs, Branch representatives and the Route Optimisers. The purpose being to facilitate a shared understanding of the process. Branches will be advised separately of the details. It is agreed the initial 10 DSUs will be viewed as ‘proof of concept’ offices and jointly reviewed as will the effectiveness of the workshops. The Union will ensure all aspects of the redesign process are finalised to our satisfaction, in advance of local engagement commencing.
The purpose of this circular is to update you regarding the Company plans and the Union will revert when the final outstanding issues identified above are complete.
