Description
You will be aware the Union and An Post have been in discussions regarding a new DSU revision process arising from the cessation of the C&D redesign process. Outlined below is the agreed approach to address both the immediate and more long term issues in the Collection and Delivery area:
- The parties accept the requirement for a new redesign process which is more efficient and cost effective, most particularly in the growing packet/parcel market.
- There is a broad agreement that the Company’s proposed ‘DSU Optimisation Process’ represents an improved basis for redesigning DSUs than that which operated heretofore. However, the Union’s view is that further work and discussion on this proposed process is required before it can be agreed as a basis for redesigning DSUs in the future. The parties resolve to get into immediate discussion on this draft process with a view to concluding agreement by the end of March 2019.
- The parties agree that the current delivery operation, essentially in urban areas, does not meet the requirements of a business where letter volumes are contracting and parcels/packets volumes are expanding. The parties also agree that the priority should be to resolve the issues in this area before the next ‘peak period’ commences in the autumn of 2019. To this end, the parties agree to get into immediate discussions to identify and agree solutions to be implemented prior to ‘peak period’ in 2019.
- The overriding objective is to ensure that the required resources and facilities are in place. Interim arrangements will be put in place to address the following:
- Reduction of walk/cycle posts and replacement with vehicle (vans, electric bikes etc) posts
- ‘Once over the ground’ delivery option – i.e., focus on geographical areas within DSUs where both vehicles and walk/cycle routes co-exist
- Consideration of changing nature of indoor working
- New development/Parcel Growth
- Letter mail volume decline
- Overtime working
- Owner Driver Cessation
- Accommodation/Facilities
- Staff impact issues
5. Implementation Process
The Company will advance its proposals for local input and discussion. The Union has been advised by the Company that the intention is that these proposals will be developed through a collaborative approach. The Company will ensure that the DSM and local rep(s) are fully appraised of the methodology for developing the proposals in advance of any proposals being presented to ensure they have an understanding of the component parts.
The CSG/Monitoring Group will be available to assist the parties in the event of disagreement.
6. Data Capture
Most data is now available from machines but we do need to manually capture some data in relation to parcels and packets. The parties will meet to agree on the methodology for this. The Union will nominate a number of representatives to participate in the process as part of the Data Capture teams. The Company will provide the necessary training and resources for this.
7. Discussions in respect of the amalgamation of DSU 2 and 4 at Ravensdale Rd which had been ‘on hold’ pending conclusion by Trans Post on its future plans for Owner Drivers, should now proceed.
8. Discussions in Cork should now proceed on the Company’s proposals re packets/parcels. Initially the Company should revert on issues raised by the Union locally.
