GSP 26-20 Indoor Admin Operative – New Grade

Description
Further to GSP 09–20 issued on 16th March 2020, I am pleased to confirm the Union has now confirmed with An Post the implementation process of the new grade of Indoor Admin Operative (IAO) which is a promotional outlet for Postal Operatives. This was delayed because of the requirement to deal with the impact of COVID-19.
The number of posts by location is as follows;
- DSU with DSM 1 Management structure – 2 posts
- DSU with DSM 2 Management structure – 1 post
- DSU with DSM 3 Management structure – 0 posts (unless there is currently an Indoor Postal Operative post predominantly engaged in clerical/admin work).
The immediate priority is to confirm locally the number of positions to be filled and to agree the duty details. In this regard the first stage of the process will be :
- Establish the number of posts by DSM 1 & DSM 2 level offices
- Establish the number of DSM 3 level offices with indoor posts
- Establish the names and work locations of any former Post Office Clerks (POCs), or Postal Sorters (PSs), and confirming which of those staff are currently engaged in indoor/clerical work.
The Operations Excellence Manager (OEM), will then consult with the DSM and the local CWU Branch Rep to agree the duty details. This process will begin week commencing 24th August 2020.
Where there are issues arising that cannot be resolved locally, they can be referred to the Central Steering Group (CSG), for consideration and, if necessary, to the Monitoring Group for determination. CWU Regional Officers are available to assist Branches.
Following agreement of the duty details, the process of filling the posts will commence immediately.
Phase 1 of the recruitment process will be the assignment of former POCs and PSs who meet the qualifying criteria, no probation period will apply. The protections/person to holder arrangements for these grades from the outset of implementation of the C&D Agreement remain unchanged.
Phase 2 will involve a competitive selection process at the DSU level. A standardised application form will be developed for this purpose. Applications will be confined to qualifying staff working in the DSU. Applicants will be interviewed by the DSM and a member of the HR team. It is anticipated that this process will take approximately two weeks. Where there is only one application for one post at a DSU, an interview will not be required, however the employee will be subject to the normal probationary assessments.
While it is expected that most positions will be filled by the end of September, we have agreement that the appointments and pay will be effective from the 31st August 2020.
Branches should engage locally to ensure as far as is practicable the target timelines are achieved.
