GSP 18-26 Final Mile Resourcing/Peak/CWU Agenda

I refer you to GSP Circular No. 16-26, issued on 4 August 2026, in connection with Final Mile Resourcing.
The Resourcing Programme, which was agreed with the Company and ratified by the NEC, identified a requirement for 338 FTEs to augment the existing DSU design and baseline staffing levels, enabling the Company to manage volumes of up to 2 million items per week.
The agreement consisted of three main pillars of recruitment:
- Base lines
- Extra night/Processing duties
- Second wave afternoon Parcel deliveries
The fact that the baseline positions have now been filled and the additional night duties have been introduced is a positive and welcome development.
As previously reported, the Company was required to have the remaining resources, namely part-time afternoon delivery staff, in place by mid-September 2026.
In the meantime, local agreements have been reached across all DSUs for the deployment of these additional resources in a targeted manner to support overloaded duties, assisted by the introduction of the DSU Dashboard. This progress would not have been possible without the knowledge, commitment and expertise of local CWU representatives and Branch Secretaries.
The Company has committed to having the remaining resources in place by 18 September 2026.
On foot of that commitment, the Postal Executive have agreed that the “Go Live” date for the implementation of the local agreements and deployment of the extra resources will be 21st September 2026. Where staff have not been recruited in line with the resourcing plan, any vacancies should be covered in the traditional manner by overtime, in accordance with existing agreements.
Peak 2026
An Post management has developed several measures within the processing network to increase capacity, including the introduction of the new Sortation Centre in Cheeverstown, Tallaght, and the opening of additional facilities in Grange Castle, West Dublin. Plans are also in place to scale up operations in the middle mile to deal with the growth.
In the Final Mile, the successful recruitment and deployment of the additional staff is a central component in delivering a robust Peak plan and will help ensure that adequate resources are in place to assist delivery staff and manage the anticipated increase in volumes.
Discussions are currently underway to reach agreement on a Peak plan which will address the growth in Volume from 2.9 million items during the busiest week last year to a projected 3.6 million items this year. From the union’s perspective, those discussions must also include a resourcing plan for January, which experienced record volume levels this year.
CWU Agenda
Importantly, alongside and in tandem with the Company’s preparations for the Peak period, the Union continues to advance the agenda of members on several fronts.
These include:
- NDA Buy-Out
- HGV Grade Pay Review
- Disturbance claims AMC, PMC and the Dublin West Hub
- Working Leader Review
The union intends to progress these issues positively and have them concluded in conjunction with the Peak negotiations.
