GSP 13-26 Final Mile Resourcing

Description
Further to GSP Circular 07/26 and report to Biennial Conference, I wish to update you regarding the ongoing engagement between the CWU and An Post in respect of Final Mile resourcing.
Following continued representations from the Union concerning the operational pressures arising from sustained parcel growth and the over reliance on overtime, the Company has confirmed that it continues to progress the agreed recruitment drive with a completion date now targeted for the end of July 2026.
The agreed approach includes the recruitment of circa 338 FTEs to augment the existing DSU design and baseline, the reinstatement of night duties, the introduction of afternoon parcel deliveries alongside the filling of vacancies and long-term absences.
The deployment of staff to priority locations based on operational requirements and the most up to date data available, is the crucial next step. To assist a targeted approach, a DSU dashboard will also be introduced at DSU level to identify and allocate resources to routes that require assistance.
As part of this process, Branch Secretaries will be issued with the resource requirements for each DSU in their Branch with local engagement between CWU representatives and DSMs commencing 22nd June 2026.
The details provided by the company for each DSU will include the following:
- Additional Delivery hours – in the main these will be 4-hour blocks, working in the afternoon utilising existing vans / scanners
- Additional resources vice processing these are either F/T nights or 4-hour blocks
- Weekend work – 15-hour contracts working Saturday & Monday
- Term Time
As part of the deployment process and on a voluntary basis, Split duties may be re-configured to deliver parcels and work ‘straight through’ in lieu of collections without any loss of the split allowance. Collections can then be performed by new recruits.
The Union has reiterated that all matters continue to be progressed in accordance with existing agreements and procedures, with meaningful engagement at local level between DSMs and CWU Representatives remaining central to the process and successful implementation.
Once implemented successfully, the resourcing programme will provide vital additional resources which will be central to the planning for the peak arrangements. The union will begin discussions with company management to finalise arrangements for the peak period with a view to reaching agreement by September.
Weekly ongoing local engagement will ensure that resources are being deployed appropriately and effectively. The CWU will continue to jointly monitor progress through the established structures and will continue to engage with management on any issues arising throughout the implementation phase through the normal escalation processes.
NRDP & DSU Design
To ensure the successful implementation of the resourcing plan, future redesigns will be paused in 2026 except for the following offices which are part of DSU consolidations:
- Dublin 12
- Dublin 16
- Dublin 24
- Fonthill
- Ravensdale Road (excluding Dublin 3)
The company will continue with the RM 2000 bench modifications to create more floor space. In addition, they will implement parcel sorting rollers (conveyors) for DSUs with 35 or more routes to enable safer and more efficient handling and sorting of parcel volumes.
Once the above changes are implemented, the union will engage further with the company on a redesign programme of all DSUs in 2027 and finalise PEAK/Xmas arrangements.
