GSP 13-18 Company HQ Clerical Administration FTE Reductions

An Post Management recently presented its proposed plans for FTE reductions for its Company Headquarters staff. The areas impacted by the changes are all sections in the GPO Dublin, Mail Centres, CAD, TV licence, Cork, Naas, Galway, RLB Limerick & Roscommon and Ancillary Services. While the presentation was high on expectation, it was remarkably short on specifics as well as failing to outline the basis on which they were constructed. The total number of staff reductions is 218 which includes the outsourcing of approximately 60 posts, primarily in the Cleaning area. There is no agreement to outsource any work and while the Union may accept there is some scope to consolidate some work, it can only be achieved by upfront dealing with the staff impact issues

The Company has somewhat optimistically targeted implementation by the end of December 2018. However more detailed examination will be required to take place at headquarters level, in advance of the commencement of local engagement. Although the Company had advised the Union in May, it would conduct an expression of interest survey of staff, it has shelved this approach now favouring to postpone the exercise to September, at which time it will have another set of consultants assist with the exercise.

The Executive Council will review its approach at its July meeting and I will revert to you further at the earliest opportunity on the progression of the discussions.
