Description
I wish to update you in respect of the main elements included in revised TV Licences Staff Incentive Scheme negotiated by the Union for 2018 against background of 2017 summary.
2018 TV Licences Staff Incentive Scheme
The period of the incentive scheme is 1st January until 31st December this year and the non pensionable incentive payments are spread over the 4 quarterly incentive periods. All quarterly payments are pro rata if less than 52.5 days are worked.
Non Rotating Outdoor Inspectors – Visit Incentive Only
As in 2017 a total of €2k is available to non-rotating inspectors calculated by reference to total visits and prosecutable visits upon reaching and exceeding individual threshold levels.
Rotating Outdoor Inspectors – Visit Incentive & Office Incentive
As in 2017 total of €1.5k is available to rotating inspectors, €1k visit incentive calculated by reference to total visits and prosecutable visits upon reaching and exceeding individual threshold levels plus €500 office incentive calculated by reference to visit incentives achieved by the local inspection team.
Non Rotating Indoor Staff – Office Incentive
A total of €1k is available to non-rotating indoor staff calculated by reference to visit incentives achieved by the local inspection team. The indoor incentive is also available in Licence Services and Letterkenny Call Centre calculated by reference to visit incentives achieved by all inspectors.
Clerk (Outdoor Inspector) Incentive Scheme
A pilot incentive scheme agreed for Inspectors who are on the Clerk pay scale continues for 2018. The non pensionable incentive payments that will be paid quarterly are calculated by reference to individual thresholds that must be reached to achieve 75c for each Prosecutable visit and €1 for each visit resulting in licence purchase within 30 calendar days of visit.
2017 Incentive Scheme Summary
The incentive scheme that operated for 2017 was broadly similar to the foregoing except that the Office Target condition for 2017 non rotating indoor incentives does not apply to the 2018 scheme and Clerk incentives for 2018 are based on achieving thresholds modified from the 2017 scheme.
Company summary of gross payments made to each category for 2017 equipped the Union to evaluate the success of the incentive schemes for our members and agree terms for 2018, for example Seventeen of Eighteen Outdoor Only inspectors and Four of Six Rotating Outdoor inspectors benefited from the incentive scheme in 2017.
The Union continues to support the concept of incentives for Staff working in TV Licences as a mechanism to maximise licence sales to best place An Post in retaining this business that sustains employment for in excess of 80 members working in the TV licence area.
